Summer Swimwear: Swimsuits with Skirts

I have 3'' wide purple elastic. I want to use it as the waistband for a skirt. How do i construct this skirt?

I am thinking the skirt will just stretch over the hips and fit at the waist when worn. My fabric is not stretchy. I will gather the fabric first.but how do I make it stretchy so it will expand when the elastic is stretched? How do I finish the seam inside at the waistband?. I do not have a serger.

You cut the elastic waist band to fit you. Pin it and make sure you can pull it up over your hips. Now gather up the fabric. You need to stretch the elastic while sewing the fabric on to it. Use a small zig zag stitch. Only pull and sew a couple of inches at a time.
I over lap my elastic and sew it down.
