Stretching out a figure skating dress?

i just ordered a dress, and its a tiny bit too tight vertically. how can i stretch it out? for anyone who doesnt know, its basically a leotard with a skirt and sleeves and decorations attached. its pretty stretchy and its made of velvet.

i dont want it very big width-wise.

If it is too tight from shoulder to the crotch area you can add a piece to the lower crotch area. You can't stretch it out. Skating fabric is meant to give but if the overall fit is too short and binding you must make the dress longer in the body.
