how to make a petal skirt for belly dancing?

I've seen a few other dancers with skirts like this during recitals and festivals and I would really like to know if anyone has made one and if so, could you explain how you did it? I'm pretty decent with a sewing machine and would rather not spend too much money for a custom one.
