I need cheap clothing ideas for my pirate costume for a dance?

I am doing a pirate dance with some friends, but we don't want to spend much money. Here are our ideas:
*black shirts with bright skirts (knee high) and bright leggings(to make it more girly)
*bright shirts with black (or just a dark color) skirts(knee high) and leggings(dark or bright)
*capris(sweats or ripped jeans) with knee high striped socks or tall boots
HOWEVER, not all of us have capris or striped socks or bright leggings or (knee high) skirts. Like I said, we don't want to spend much money, like maybe under 5 or 10 dollars. So can I get more cheaper ideas or links to websites that would have the kind of cheap clothing that we are looking for? I just need ideas for bottoms. We have the rest of our accessories figured out. Thanks in advance!!

Okay well are school is really weird are teacher said we where going to have a random costume party them we all get up and danced and so did the teacher and then we sat down! Yeah we rock. I wanted to dress up as Justin Bieber but I don't know how to look like him what are some Accessories and some clothes I can wear to look like justin Bieber since it is not halloween season I am just getting a hair dresser to jell my hair like Justin Biebers.
