Leotards as a top/shirt?

Do people use leotards as fitting shirts/tanks/tops?
Like, they would put on a leotard and then shorts or pants on top to get the tucked in look and then maybe something like a cardigan or whatever on top?

Because i see some clothing stores that sell leotards (NOT gymnastics,dance, or figure skating supplies stores and what not)... but for what?
