what is an example of a "showy"or excessively "ornate"outfit?

does that mean to dress in many colors? and wear jewlery?
its for the freshman "stand out! day" at school so it has to be appropriate.
i planned to wear:
tye dye shirt
painting my nails a bright color
mood ring
bright colored earrings
purple hair bow
possibly beads (necklace chains)
OR i have some dance costumes i can possibly wear..but those are really exaggerated w/ sequins and feathers and stuff

Flapper halloween costume?

My school's having a halloween dance and I want to go as a flapper girl. My town doesn't have any costume stores or thrift stores so I'm going to make my outfit.
I can easily make the sequined headband and I already have the pearls. Everything else is easy to find or make, it's just the dress.
I can't find a pattern anywhere, and I've looked at previous questions and noticed that they all say something about fringe. Does the dress have to have fringe or can it have sequins on it? There's a sequined silver fabric at Wal Mart that I think would work.
